
Beverly Carter, the founder of Carter Notary, has been a dedicated Notary Public in Victoria since 2013. She holds a master’s degree in Applied Legal Studies, which enhances her experience in various legal services.
Beverly is well- known for her integrity and trust, guiding clients through life’s significant moments. She offers a wide array of services including real estate transactions, will preparation, power of attorney appointments, estate executor selection, and notarizing documents for international use.
Additionally, Beverly writes on essential legal health documents and addresses topics related to grief, providing valuable insight in these areas. Her empathetic and practical approach ensures clients are well-informed and comfortable throughout their legal dealings.

A proud local of the Okanagan Valley and the matriarch of the Carter family, Beverly is married to her husband Bruce. Together they have four children, whose ages span from 27 to 34.
Outside the office, Beverly is often found spending time with family and friends, immersed in her garden, studying herbal remedies, enjoying forest walks near her home, fishing, or enjoying her dogs, Abby and Chili, who bring great joy and energy to her life.

Richard (Rick) Gardner was born and raised in Victoria, BC, where he has been a proud resident throughout his life. A lifelong local with a global perspective, he was commissioned as a Notary in June 2023 after completing the Notary Program and earning a Certificate in Law from Queen’s University. He also holds a Bachelor’s degree in Emergency Management.
With a long-standing commitment to public service, Rick brings a wealth of experience to Carter Notary. He served in the Canadian Armed Forces for 28 years, spent many years with the Canadian Coast Guard, and remains active with his local Fire Department. Becoming a Notary allows him to continue supporting his community in a meaningful and professional capacity. We are very happy to have him on the team at Carter Notary, assisting clients with the documents for life’s notable moments.
Ashley combines enthusiasm and skill in her job. She loves meeting different people and the variety each day offers. Her university studies in Anthropology and Criminal Justice allow her to serve with empathy and insight in our legal environment. Ashley also oversees our estate planning division and says, “Every day is a new adventure full of chances to learn.” This lively setting makes her look forward to work every day.
In her free time, Ashley devotes her life to her hyper Aussies, Nova and Finn. You can often find them out on the Peninsula going for long walks or running around at flyball & agility.
Tim joined the Carter Notary team with legal experience already under his belt, having graduated with an honors degree in Law from Durham University in England. Tim’s legal background shapes his approach to customer service, helping clients confidently navigate a wide range of real estate transactions.
In his free time, Tim is a culinary enthusiast, cooking up dishes from all over the world for his family and friends to sample. He is also a loving pet owner and can often be found spending time with his German Shepherd Kari and Black Cat Barney.
Jasroop joined our office with a strong legal foundation and a passion for client service. Originally from India, she holds a BA LLB and graduated with Honors in Sociology before moving to Canada in 2017 to pursue higher education in Business and experience life abroad. After several years of leadership in management—where she oversaw district operations and developed a deep appreciation for teamwork and efficiency—Jasroop decided to return to her legal roots.
She is currently pursuing her NCA accreditation to requalify as a lawyer in Canada and is gaining valuable hands-on experience in the office. Jasroop enjoys the dynamic pace of the office and brings a detail-oriented, client-first approach to every file she works on.
Outside of work, she volunteers as an interpreter at VICCIR and enjoys cooking for friends, traveling to experience new cultures, and sharing her love of chai.
Abby is one of our friendly office dogs. She loves saying hello to all the clients that come into Carter Notary! Abby’s favourite thing to do at the office is to sit by the front door waiting for people to come in and leaving nose prints on the meeting room doors. Her super power is calming people, you will often find her sitting with her head on someone’s lap. Abby is a five-year-old medium size poodle.
Nova is one of our friendly office dogs. She loves saying hello to all the clients that come into Carter Notary! Nova’s favourite thing to do at the office is follow her mom Ashley around and check if clients have treats for her. Nova is a four-year-old miniature Australian Shepard.
Chili has proven to be another great office greeter to those visiting us at Carter Notary. His spicy personality makes him a great addition to our office and he likes spending his day seeing clients and playing with our other office dogs. Chili is a two-year-old medium size poodle.
Finn is the newest addition of our friendly office dogs. While a bit on the nervous side, he likes to watch from behind the glass doors as people come in. He spends his day playing with toys, following his mom Ashley around (just like his sister, Nova) and “squeaking” with his favourite person Beverly. Finn is a one-year-old miniature Australian Shepard (or Mega Mini as some call him).
